Master of Arts in Education, Policy, and Advocacy
Program Details
The Master of Arts in Education, Policy, and Advocacy is innovative in offering theoretical application of real-life experiences within the research, managerial, social and community justice, and educational agency space. This program will demonstrate the space for understanding not only policy and reform but also questions of engagement and the creation of advocacy through agencies in various spaces. However, because of the nature of education and its ever-growing sociological
impact, this program introduces new and innovative ways of thinking about analysis of policy, reformation, and reclamation – in particular for underrepresented and marginalized people.
Through interdisciplinary coursework and research this course of study focuses on various public
policy and leadership studies coupled with theory, technology and its effectiveness, and
experiential learning. The Master of Arts in Education Policy and Advocacy (MEPA) public
policy and leadership studies coupled with theory, technology and its effectiveness, and
experiential learning. The Master of Arts in Education Policy and Advocacy (MEPA) will give a
holistic perspective to the student in preparation for further post-graduate study, positions in
management, entrepreneurship, non-profit agencies, and organizations, as well as governmental
and secondary/ post-secondary educational sectors. Further, this program will allow students to
network beyond the local community through national and international teambuilding that will
occur through a diversified body of scholars opting to enroll at the institution. The focus of this
degree will not lead to certification in the education field but will prepare scholars to focus on
research and practical use of advocacy and policy for reform and change agency.

COMMUNICATION OF ADVOCACY
( 3 Credit Hours )

INTERCULTURAL COMMUNICATION
( 3 Credit Hours )
Intracultural, intercultural similarities, and differences in communication patterns of
various specific groups will be explored. This course provides an overview of theories
about interpersonal communication between people of different cultures. Theories
will be generated to describe or explain how communication varies across cultures.
POWER, LEADERSHIP AND EDUCATION
( 3 Credit Hours )
A general introduction to issues of leadership applicable to education settings and to
key features of educational organizations; leadership as a process and a set of skills
and how its styles interact with organizational contexts. Contemporary research
on diffusion ofinnovations, planning of change, organizational theory, and political
theory, and political power in policy decision making. Role of administrators and
instructional leaders in establishing educational policies.
HISTORY OF AMERICAN EDUCATION REFORM
( 3 Credit Hours )
A study of the history of the origins and development of American Education, events
and movements that have shaped school policies and practices, and their relationship
to contemporary developments and problems. The manner in which social, economic,
and political forces have propelled and opposed American education reform efforts
will also be explored.
HISTORY OF HIGHER EDUCATION: HBCUs
( 3 Credit Hours )
This course will provide an in-depth overview of the history of higher education in
the role of higher education in society over the last two centuries; the expansion of
higher education in the twentieth century to include various groups such as women,
African Americans, and the working-class; tensions between the traditional, liberal
arts curriculum and multicultural offerings; and governmental roles in the
transformation of modern higher education. Special emphasis will be placed on
HBCUs.

Review, analysis, assessment, and synthesis of various concepts and synthesis of
various concepts and models of educational policy formation and implementation at
the national, state, local levels. Ethical principles that can influence education
policymaking will also be addressed.

This course introduces students to basic concepts and theories in qualitative research
to enable them to design and conduct qualitative studies. Examples of different types
of qualitative research designs and approaches are analyzed in relation to specific
evaluative criteria.
PROGRAM EVALUATION: THEORY AND PRACTICE
( 3 Credit Hours )
Introduces basic theories and concepts in program evaluation under educational
contexts. Introduction to the theory of social program evaluation, alternative
evaluation models and methodologies, and the political and social contexts of
evaluation.
ANALYSIS OF EDUCATION POLICY ISSUES

ISSUES OF LAW IN EDUCATION

A seminar exploring, through the problem method, various legal aspects related to the
administration and organization of American education. Individuals will study and
research selected topics in depth. Special emphasis will be placed on the law and its
impact on the education of minorities.
